Vitor assumiu o cargo oficialmente na quinta-feira, dia 8 de março. A notícia foi adiantada pelo jornal Ipiranga News na edição de número 1019 publicada no dia 01 de março de 2018.
Vitor exerceu diversos cargos na Prefeitura de São Vicente tais como: diretor de Ciência e Tecnologia, Secretário de Obras e Meio Ambiente, Secretário de Desenvolvimento Econômico, Ciência e Tecnologia, Metropolização e Trabalho. Também foi chefe de gabinete da Prefeitura Regional da Sé de 4 de janeiro de 2017 até 7 de março de 2018.
