A unificação do Museu do Ipiranga, Monumento à Independência e a Casa do Grito durante o processo de tombamento iniciado em 1969 é que deu origem à criação da nomenclatura Parque da Independência. Um dos objetivos do tombamento era, além de preservar a área, restaurar o local para as comemorações do Sesquicentenário da Independência, em 1972.
O processo, no entanto, foi longo, com idas e vindas em várias repartições do poder público e, após muita burocracia, enfim o Parque da Independência foi tombado somente em 3 de abril de 1975 pelo Condephaat (Conselho de Defesa do Patrimônio Histórico, Artístico e Turístico).
Mesmo assim, o Parque conviveu com o abandono por muitos anos. Em 1987, por exemplo, as arquibancadas que foram construídas em 1972 para as comemorações do Sesquicentenário da Independência tiveram de ser implodidas por falta de manutenção.
Em 1991, foi a vez de o Conpresp (Conselho Municipal de Preservação do Patrimônio Histórico, Cultural e Ambiental da Cidade de São Paulo) tombar o Parque da Independência. Assim, mais um órgão garantia a preservação paisagística e urbanística do espaço, além dos bens arquitetônicos, valorizando o Ipiranga.
Depois, em 1995, o Iphan (Instituto do Patrimônio Histórico e Artístico Nacional) também abriu o processo para tombar o Parque da Independência. A decisão veio dois anos depois, e incluiu o chamado “conjunto do Ipiranga” composto pelo prédio onde funciona o Museu Paulista da Universidade de São Paulo (USP), inclusive seus jardins fronteiros e os bosques que o circundam, pelo Monumento à Independência, pela Casa do Grito e estende-se a todo o Parque da Independência.
