A história do Parque da Independência tem início em 1825, quando o Governo Imperial doou terrenos localizados no Ipiranga para o então Governo Provincial. O lugar era um descampado, pouco habitado, cortado pelo córrego do Ipiranga. A área consta numa Planta dos Terrenos do Ipiranga concedidos pelo Governo Geral por ordem do Imperador Dom Pedro I, de abril daquele ano.
Depois, em 1891, com a promulgação da Constituição que marcou a transição da Monarquia para a República, as terras passaram para o Governo Estadual, segundo pesquisas da historiógrafa Arlinda Rocha Nogueira.
Em 7 de setembro de 1895, foi inaugurado o Museu Paulista, mais conhecido como Museu do Ipiranga e em 1909 o paisagista Arsênio Puttemans criou os jardins, uma réplica em proporções menores dos jardins do Palácio de Versailles.
Anos depois, na parte inferior do terreno, o Riacho do Ipiranga foi canalizado e foram realizadas obras de terraplanagem no local para que fosse erguido, em 1922, o Monumento à Independência durante os festejos do 1º Centenário da Independência.
No mesmo ano, em 1922, sob projeto do urbanista Prestes Maia a esplanada à frente do Museu foi rebaixada em 14 metros para a montagem de chafarizes com fontes e tanques d’água. A obra deu maior destaque ao edifício do Museu, além de reforçar a perspectiva em direção ao Monumento à Independência e à Avenida Dom Pedro I.
Após sucessivas doações, a área que era de 184.982 m² chegou a ser reduzida para 122.710 m². Em 1941, as áreas adjacentes ao Museu do Ipiranga foram declaradas públicas e entregues à Prefeitura de São Paulo. Depois, voltaram a ser de propriedade do Governo do Estado e, anos mais tarde, à Prefeitura. Ao longo dos anos, houve, pelo menos, cinco desmembramentos da área geral. A rua Xavier de Almeida, por exemplo, foi prolongada em seu trecho a partir da rua Padre Marchetti e parte da área original do Parque foi destinada à construção de residências.
O Parque da Independência passou por várias remodelações até ganhar o aspecto que apresenta atualmente. Hoje, de acordo com a Secretaria do Verde e Meio Ambiente, a área total é de 161.300 m².
Depois de definida a área total, é que foram colocadas grades de ferro de isolamento do local. O Parque do Ibirapuera serviu como referência para o trabalho. O Parque da Independência está sendo ampliado e a nova área, localizada entre as ruas dos Sorocabanos e Bom Pastor, é de mais de 20 mil m².
