A um custo de R$1,12 bilhão, a Prefeitura de São Paulo está repassando a manutenção do sistema de semáforos da cidade para à Agência Reguladora de Serviços Públicos de São Paulo (SP Regula). O repasse milionário, sem licitação pública, foi questionada pelo Tribunal de Contas do Município (TCM), mas acabou prevalecendo os argumentos da Prefeitura e o serviço foi confirmado através do Termo de Aditamento ao contrato de PPP de Iluminação Pública existente. A decisão foi publicada nesta quinta-feira (1º) no Diário Oficial. O documento prevê a duração de 17 anos para o contrato e que a concessionária ficará responsável pela substituição e modernização da infraestrutura semafórica.
A Prefeitura diz que incialmente trabalhava com a proposta de licitação para a escolha da empresa que cuidaria dos semáforos da cidade. Nesse modelo, a cidade, segundo a Prefeitura, a cidade gastaria R$ 1,26 bilhão em 60 meses. “A inclusão do serviço de manutenção e modernização da rede semafórica na PPP da iluminação terá o custo de R$ 1,12 bilhão, ou seja, uma economia de R$ 138 milhões aos cofres públicos”, afirma em nora a Prefeitura.
“Estávamos há três anos tentando fazer a licitação para a restruturação e manutenção do sistema semafórico da capital. Agora, encontramos essa alternativa do aditivo na PPP da iluminação, que vai garantir uma tecnologia melhor e mais economia para a cidade”, destacou o prefeito Ricardo Nunes.
Assim, a Concessionária Ilumina SP, desde o dia 1 de setembro é responsável pela manutenção, substituição e modernização da infraestrutura da rede semafórica. A empresa passa, então, a assumir integralmente todos os custos desses serviços, inclusive aqueles decorrentes dos riscos de vandalismo, como furto de cabos.
De acordo com o prefeito Ricardo Nunes, nos próximos 90 dias será implantado um plano de ataque “para trocar os semáforos com falhas e zerar a incidência de problemas.
Levantamento feito pela Companhia de Engenharia de Tráfego (CET), no período de janeiro a julho deste ano, foram registradas 3.875 ocorrências de furtos e vandalismo contra os semáforos na cidade. O número representa, em média, 19 equipamentos danificados por dia. Esses dados significam um aumento de 40,19% em relação ao mesmo período de 2021, quando foram contabilizadas 2.764 ocorrências.
