Para fechar o cerco contra os veículos abandonados nas vias públicas, a Prefeitura de São Paulo adotou uma nova forma de operação para remover esses carros. O objetivo da mudança é potencializar o atendimento das solicitações dos munícipes registradas na central SP156.
A Secretaria Municipal das Subprefeituras disponibilizou motociclistas para vistoriarem os pontos indicados nas denúncias do SP156. Os inspetores fiscalizam, em média, 200 endereços por dia e identificam a presença dos veículos nas vias. Os automóveis são adesivados pelos agentes das Subprefeituras e, após cinco dias úteis, se não houver providências por parte do dono, são considerados abandonados.
Em 65% dos casos, os proprietários já fizeram a remoção e a solicitação é finalizada. Para os demais veículos, a cidade possui cinco guinchos à disposição para este serviço, que é realizado em forma de mutirão por Subprefeitura.
Entre as regiões com mais reclamações sobre o abandono de veículos, o Ipiranga chama a atenção. Mas a subprefeitura vem trabalhando para mudar essse cenário.
As equipes seguem um ritmo acelerado para atender as solicitações. Entretanto, para que este veículo seja removido, a subprefeitura precisa seguir uma série de procedimentos legais e administrativos, o que pode prolongar o tempo de estadia dos carros nas ruas. Entre eles: verificar junto a demais órgãos competentes, como Polícia Militar e órgãos de trânsito (CET e DETRAN), se o veículo não tem relação com crime, sinistro ou furto ou, ainda, se não possui nenhum tipo de pendência judicial. Por isso, não há prazo para atendimento da demanda.
O aposentado Antônio Dias, reclama do excesso de carros velhos estacionados na rua Iliria, próximo a Rodovia Anchieta. São veículos sem pneus, faltando peças e que aparentam estar largados na via. “Em um quarteirão pequeno, podemos ver dois veículos largados”, afirma o aposentado. “Retiram 2 carros abandonam 10. A conta não fecha”, finaliza Dias.
Vale lembrar que o abandono de veículos em vias públicas prevê sanções, de acordo com a Lei de Limpeza Urbana, que fixa multa, no valor de R$ 16.003,53. Além disso, caberá ao responsável que pretenda, depois da remoção, reaver o veículo, arcar com os custos de remoção, variáveis conforme o tipo de automóvel, a distância do pátio da subprefeitura, o equipamento utilizado para o procedimento e o trabalho da equipe, além do custo diário da estadia, também calculada conforme o tipo de veículo.
Qualquer cidadão pode e deve denunciar o abandono de veículos para a Prefeitura por meio do telefone 156, praças de atendimento das Subprefeituras ou pelo portal do SP156.
